couldn't allocate cluster portal index

I was compiling the BSP this is the only error left to fix and I can't remember what this means.

The entire inside of the level is exact portaled.

Uh explain. I don't see how having regular portals on the map is going to fix this.

+exactportals will cover the interiors but if the outside cluster isnt portaled at all and is high poly, then it will give you that problem, theres not much to explain really, +portal is for the exterior of the map, check out the max file for Tutorial, theres exterior portals in that.
