This is a conceptual question, but it may become reality, if it is possible.
Is it possible to create a model for a biped in multiplayer where the armor permutation is selected at random (like the two different grunts and elites in the campaign levels)?

Yes. You can have random model permutations.

Yes. CMT used it in our MP maps. Standard, Sp1, and Halowars bipeds were randomly chosen.

Model Permutations are made when exporting from 3ds. I cant really explain it, maybe someone else can.
Teh Lag:
How was the Halo Wars biped was made, before anyone actually saw Halo Wars? Unless you mean the trailers. Since I think your latest mp map was Snow Grove.

You just export different models as different .jms files in the /models folder. Ex : Mk5.jms, Sp1.jms, HW.jms.
And yes, I modeled it based on the announcement trailer.

It was in WM combo also. But it does not sync. Some person's random will be different from another person's random.

Which doesn't really matter.

Don't forget that when you do this you will need to have the same nodes, regions, and bones in every model, or the animations will freak out.
