About half of the doctors my family and I have seen in California are like that, thank god we didn't see them for complex operations, but we could all see that they were quite unorganized and pompous even for simple checkups. And we had to PAY for it too.

Well, bacterial meningitis is not really all that tragic. You will die from it if untreated, but because it's bacterial, it is extremely easy to treat. The antibiotics for it work, and as long as it isn't vital, he'll fully recover.

Hope you get well. Your piss might be bright orange or blue after you get home and you take the "basic" antibiotics to make sure all the bacteria dies. You'll still be quarantined for like two more weeks, however, because it is highly contagious.
