3d stuttering

In any 3d program (including MAX) I get these weird stuttering framerates. They always consistently jump up and down and up and down and I don't see what is causing this problem. I've restarted several times, and it doesnt change anything. Does anyone know what gives?

Not sure... if you're running Vista I'd try disabling desktop composition and visual themes in the compatibility tab.
