I'm pretty sure the level 20 does really after the money, but you might want to check with Kyon just to be sure.

1) Yes you need to pay for the game. Eve does offer the option to pay using ingame money, but it is difficult for new characters to make enough in a month.

2) No you need for the good corp to the monies for the ships.
