basially, this requires ISPs to provide, under warrant (http://www.law.cornell.edu/uscode/text/18/2703): all of a customer's Internet activity, including email, web browsing, downloads, IM, social networking and anything else done across the public Internet;


the customer's name address, phone number and IP address;
a list of all local and long distance phone calls;
a list of all electronic communications;
means of payment – all credit-card, bank account or other method the customer used to pay;
silence – ISPs under warrant or subpoena to give up private records aren't allowed to alert the customer.




tl;dr
Law adds requirement that ISPs and essentially every site on the Internet keep 18 months worth of records on every visitor would create a complete record of every site visited, every email sent, every link clicked on by every resident of the U.S. and its territories – a vast and comprehensive database of everything any American does online, into which curious cops can dip almost at will, whether they have a good reason to do so or not.

That's true, but this requires ISP to keep all of your info so the government can take it if warranted.

There are a lot of real world services that are required by law to keep information for periods of time. The problem here is that this law is just going to make encryption of communications mandatory. Whereas the old SOPA was going to force the creation of DNS alternatives. This is about keeping an open mind. For all either of us know it could have been anyone on those planes. The issue about 9/11 is that it just does not add up no matter how you look at it. Be it the nonsensical circumstances that took place beforehand, such as the sudden inability of the air force to scramble any fighters to intercept the planes, the events that took place during the event, such as WTC Building Seven which looked exactly like a controlled Demolition, and the long term aftermath where the USA government used 9/11 as an excuse to start profiteering off of a war in an entirely unrelated country, and trample all over civil liberties.

Sufficive to say, it would not be the first time the USA has manufactured an event in order to shift what the general masses support, and it probably won't be the last, since it happens nearly every month now.
