Freelancer would be really happy if you went to http://www.halo-ce.com/, but is has been inactive since 2015.
Also I think neuro and selenic set up a discord, you can find info here (http://www.modacity.net/forums/content.php?208-IMPORTANT-READ-THIS&commentid=657061#post657061), for modacity members. This one should still be alive.
And of course, there's always the irc at irc.gamesurge.net #modacity (https://gamesurge.net/chat/modacity) which is easy to get into once you get an irc client.
But whatever you do, don't visit Cloud's sites or discords. The SmG community isn't worth it, you won't have a good time. I didn't.
Lastly, if you don't mind the chans, finding /hg/ on 4chan's /vg/ board (https://boards.4channel.org/vg/catalog#s=halo) should lead you to an active community of discussion around the Halo franchise. They aren't as into Halo on the PC as we are though.
