opening a SP scenario

most of the scenarios in the campaign i am able to open, but for some reason, the latter half of the scenarios i cannot open in sapien, and can only mod with guerilla, making a limited modding experience... is there some trick to opening the scenarios? cmt and zmt clearly know how
