Some phones allow simple drag'n'drop MP3 to Ringtone.

Some force you to pay 5$ a ring. (Unless you do something else...)

Umm, you could just duplicate the song in iTunes then adjust the start/end time to you liking, then use the new edited copy for the ringtone. Its worked for me...
