what is the program i need to mod in halo 2 vista(im not going into live so i dont have the update yet and i wont get it)

You know the game comes with an editing kit right? That's about as far as you'll get.

Install the editing kit from the DVD. Read up on it. Come back when you have a question to ask about what your read.
