True adminstrator account?

Ok I recently installed a program on my Windows Vista Home Premium Edition and now I want to uninstall it but there is a problem. When I go to add and remove programs then try to uninstall it, it give me an error saying "You do not have sufficient to uninstall (name of program). Please contact your system administrator." Also I the account I tried to uninstall it on was the administrator account. I am really confused? I also searched google for the answer and they said that I need to unlock the True administrator account. So I searched google on how to but every attempt I tried didn't work.
Any ideas on to help.

reboot your computer, right before you get the boot screen press F8 and select safe mode. Once booted up in safe mode, uninstall your program.
