It's been a while since I've had a vbulliten server with admin (not counting the test boards here, cant remember my password for that one, lol), but I believe no user can be banned if it has any authority even by an admin. A mod or admin would have to be stripped of those permissions to be vulnerable to a ban. The only exception to this would only be a shortcut and that would simply be changing the primary usergroup of a user from their authority one to the banned group.
