On my new laptop running vista, I have a 250GB hardrive. On that hardrive there are 4 partitions.
2 are normal HDD drives (C: D: ect.) and then there are 2 others, one being 13GB and the other 3 1/2GB.
On both of them it says: Healthy (EISA Configuration)

I have tried Google and other ways of searching, But I can't find out what a EISA is.
If someone could either point me in the right direction or tell me what it is, It whould be much appreciated.
I also want to see if these partions are nessasary and if I can get my 17GB back.

Thank you.

I always format and repartition laptop hard drives into a single drive with a normal version (no bloat-ware) of Windows. I'm sure it's safe to do the same, it's probably just some kind of system backup installed by the manufacturer.

Homer is right. Those are your backup partitions. If something happens to your OS partition, those additional partitions are there to automatically pick up and either fix or reinstall the operating system. Only delete them if you have copies of the instalation disk and a copy of your CD key at the ready.
