Halo CE is actually Sam, who is the leader of the Face Clan. And I doubt it would actually be him. Especially since he had Justin fix everything with his forums... So if he didn't know how to work a forum, how would he know how to hack. Of course, if he had someone do it for him, that wouldn't surprise me.
