Needs appropriate shading, anime style shading does not define shape or anything, needs more value, perhaps a color wash background to make it pop and more interesting, etc. Take a look at some studio portrait lighting and try to incorporate that.

Actually, I think the anime shading does well here.

Its hows the distinction in the neck, chin, and lip.

Anime really doesn't need more shading than that.
