I've tried Rivatuner and Ntune, but whenever I switch to the graphics card fan speed I want to use, it stays like that for 5-10 sec, then it goes back to the automatic fan speed.
I've googled it and haven't seen anyone else with the problem, what the fuck? When playing at the high 70 degrees and low 80s, my pc keep fan speed over the graphics card at ONLY 20-30%. This causes overheating, and if the fan actually stayed at 100%, it could cool my graphics card about 7-15 Degrees CELSIUS, which I would like.

Come on, someone? Anyone have an idea of why my PC's fan speed refuses to do what I tell it to do? It revert from my control to automatic.

You are using a Dell, as seen in your PC specs?

BIOS is locked. That might cause some problems.

There is a way to reset the BIOS though, if you want to take the risk.
Look at this: http://www.trap17.com/index.php/how-reset-bios-guide_t39291.html
You can also look into trying to Overclock it and change the fan speed through that.

Buy a new motherboard. :D

Dell uses official Intel or Intel based motherboard designs. Therefore the BIOS is locked by default so that you can't change any OC related settings, the only way to change this is to get a new motherboard.

Is there any way to make the bios..less...well retarded? Ffs, it runs fans at 20% when going into the 70s and 80s.

Again, not without buying a motherboard with an unlocked BIOS. There may be a way to unlock (or flash) the BIOS, but I doubt it's very easy.

OR you can try the new version or RivaTuners that are compatible with the latest drivers (assuming you're not using beta).

I don't know how going from tuner 2.20 to 2.23 will help, but I'll try.

Hm, I've had this problem before with my 8800gts and 9800 gtx+. I would set the fan speed at like 85% and it would stay for a few seconds then go back to a whopping 12% or w/e the default-cook-your-gpu setting is.
After applying the same setting a bunch of times (it will range from 1 to too many), it would stick until I put my comp into sleep mode or turned it off. What I've done that has mostly worked is in the RivaTuner to change the Auto fan speed settings themselves in the low-level fan control.
I'm using my old x1900 atm for some console game recording so I can't remember exactly what you can do with nvidia cards and their auto fan speeds.
I'll put my 9800 back in soon and see what I can come up with.
