... I cant adjust the color balance. Im not a pro at photoshop I i probably checked a box i shounldnt have, but I cant adjust the color balance of my image. It just stays the same when I change the properties.
What did I do?

Image mode probably isn't set right. Go to "Image" > "Mode" > Select "RGB".

No, its in RBG. Its after I rasterize a text layer and apply Filter>pixelate>mosaic, I cant change the color balance

I cant flatten the image because I need the separate layers...
edit, notices theres not color change between the first and second image.

Duplicate the layers and merge the originals so you'll have a mixed layer and a set of separated layers.

No. the one I have selected is the one that has the mosaic filter and the one I want to change the color of. THe other one is wording for the overlay... like so...

I found a fix, but I dont know why it does... if I apply a sharpen filter on it I can do it?

Have you tried changing shadows/highlights under the colour balance dialogue?
