Looks pretty awesome, but isn't bullet time getting stale at this point?

Well, in the Game Informer article, Rockstar talked about trying to find new ways to make the mechanic seem fresh and stand out from all the imitators, since Max Payne was the original bullet time shooter.

Do not mix San Andreas with my Max Payne or I will hunt you down.

It is Max Payne. I'd wait to play it before hating on it, even if it has dual-wielding, I don't think it will play the same as San Andreas. Also, this is Max's "missing years," which takes place a long time after Maxy Payne 2...he got out of NYC to get away from the shit that happened there.

Can't see how they can make improvements done to death mechanics like dual wielding and bullet time. Still if they manage to make the story line good, it might be worth looking into. Seems all games are doing the "cop gone rogue" thing, like Splinter Cell: Double Agent.

He hasn't gone rogue, he quit the NYPD. He's working for a private security firm now, and all of a sudden he's found himself caught in the whirlwind again.
