The czar thing doesn't even matter. Its just a way so people can specialize on something. Oh yeah, and they prevent massive breakdowns in systems. From what I remember, his example of the energy czar was taken way out of context. It would have been far worse without one.
Plus, he fails to mention that Presidents who set czars usually come after ones who had NO regulations, and were completely corrupt. Anybody remember Haliburton and the no bid agreements? Yeah, that what we're trying to stop. Idiot news anchors SHUT THE FUCK UP.
