My laptop has been having issues with multiplayer source games, and with 3d graphics overall, the latter of which is to be expected, since it's running off of integrated graphics. However, it used to be able to play these games in a playable state. It can run Half life 2 and it's following episodes with little issue on relatively good settings. However when I try playing TF2, DODS, CSS, etc, it'll work fine for the most part, but there will be occasions where the fps will drop to 0-3 for a good 20+ seconds.

The game doesn't seem to be rendering anything more than what it was rendering before, in fact I could be staring at a wall or floor and still be facing this.

So I've essentially ruled out it being related to what's being rendered, and it happens on high, low, dxlevel8, etc.

and it's an issue specific to multiplayer source games only.

Suggestions/Help?

Laptops don't usually do too well on multiplayer games...but if you've tried DX9 and DX8, source has an extra setting for DX7, have you tried that?

My laptop used to be able to run these games at a steady FPS on medium settings.

I'll give DX7 a try.

If it's integrated, doesn't that pull from regular RAM? If so, then maybe too much RAM is being used and not enough of it is being allocated to the chip.
