It's more likely than you think. Not quite, though.

Here's the skinny: There's only 3 maps with it: koth_viaduct, koth_sawmill, and koth_nucleus. They can't do objectives, but they can blow shit up, which is probably why they're doing koth. There's no interface for it, but you can use console commands to enable bots.
Read all about that mess in the link above and in their AI pdf thingy (http://www.valvesoftware.com/publications/2009/ai_systems_of_l4d_mike_booth.pdf).

I found a map on FPS Banana with Bots enabled (thanks, Heathen!).
They mostly just sat there, but here's the lowdown:
Sniper: Moves around a metric fuckton with his SMG out, near-impossible to hit. He doesn't shoot when he's moving, but if you go away for a bit (so he doesn't need to move) and come back, he WILL shoot you with his Sniper.
Medic: Just sat there, Medigun out. Didn't switch weapons to shoot me, didn't do shit. He just sat there and stared at me, so I killed him with a taunt.
Engie: Didn't make a Sentry, just shot at me with his shotgun and moved around a fair bit.
Scout: Little bastard. Moved around nearly as much as a Sniper, got behind me, and used his Scattergun.
Spy: He tried to kill me with the revolver. I wouldn't leave him alone with a level 3 Sentry, but he wouldn't try to knife me for the life of me.
Soldier: Holy fuck. This bot was DOMINATING ME. Easily the hardest bot of them all, he doesn't show very much mercy. I managed to dominate him only as a Sniper.
Heavy: Doesn't move much, easy pickings for Snipers. Spins his Minigun up a lot, doesn't know when to use shotgun instead of Minigun.
Demoman: Didn't bother using stickybombs, instead lobbed grenades at me. Killed me a few times, but wasn't a very hard bot overall.
Pyro: W + Mouse 1. Doesn't seem to have the capability to ambush.
That being said, with the exception of the shitty Medic, if I didn't know they were bots, I would think they were human players. My nitpicks involve them somehow knowing where a spy is at all times; if you're cloaked they won't look at you, but uncloak behind them and they will turn around and shoot you, even though they couldn't have seen you.
Another nitpick I have is the Engie not building Sentries and the Medic not using his offensive weapons.
Finally, they seem to have no pattern recognition. The map I was playing with bots had a door. Just one door, and on the other side were the bots.
I would duck in the door, they would act surprised and take a moment before shooting me, then I would duck out of the door and they would sit there.
Then I would duck in the door again, and they would be surprised.
And then I would duck back out and they would resume their business.
Any human would expect me to come in again, but the bots completely forgot I was there.
My tests with the bots completely screwed up my stats, as well: apparently, playing with bots counts just the same as playing with humans, meaning you can get achievements (I got OMGWTFBBQ and Pyro Milestone 3), find weapons (Eyelander, in my case), and they will count towards your stats.
Meaning I now have 28 kills in one life as a Pyro, something I would NEVER be able to accomplish normally. I can see this being abused for achievement servers in the future.

I couldn't believe it when the soldier Dominated me... :ohdear:
And he spawns by default, too. I was about to Ragequit until I found out that you could change who the bots were.

I love how bots are in, especially in the training maps. I have lots of trouble stair stabbing pyroes when the look up, I need to work on that. Bots are always great to have, I just hope it doesn't get to a point where after the game dies out a bit that severs start to fill with more bots than people. It's something really annoying I find in ut3, joining a sever and instead of 20 people there are about 4 people and then bots.

I played a few rounds of KoTH Nucleus, the bots seemed to have an engy fetish (2 out of 5 on a team at one point, wtf) and they did build (though often in easily exposed postions, got a soldier achievment out of it ). The medic is a bit gumby with it's healing though (it spams m1 instead of holding it down some times and doesn't know how to defend it's self). They also had a heavy fetish, wtf vOv

I can't say I ever liked the idea of bots, they always seemed to rediculously good or terribly bad. It'll take them a while to get them decent in a class based game like this I guess.

Welp, just got out of a server in which a fella made a navmap for cp_orange and had half the players bots. :[
Not only was it boring and shitty, but they play CP like offense and defense. Blue team always caps and red team always rushes and kills blue team.
