I have had this problem start up on me spontaneously. I first got Halo and Halo CE soon after I bought my laptop in December. I have Windows 7 and everything ran fine. After about a month of not playing I started playing again and now suddenly I cannot chat, nor does anything whatsoever show up where the chat and You killed SoandSo would show up. I tried the redist download fix so often suggested and still nothing. Any suggestions?

Try running a file in your Halo CE\redist folder called something along the lines of msxlenu.msi (I haven't had Halo CE installed in a long time).

Make sure you run as an administrator.

Try installing the latest DirectX redist: http://www.microsoft.com/downloads/details.aspx?FamilyID=2DA43D38-DB71-4C1B-BC6A-9B6652CD92A3&displaylang=en

The article is just a bit outdated. When it says get latest updates and links to 1.08, make sure you actually get 1.09.

Ok folks let me walk you through what I've got.
Windows 7 32 bit OS
HP C61 Laptop
Halo CE 1.09 and Halo 1.09
I ran the Direct X Update. Thanks because I didn't know mine was already outdated but it didn't fix my issue.
This is my laptop. I have the only administrator/owner account and my mother has the regular admin account (which can be overridden by me, of course)
When I run the msxlmemu.exe file in C/Program Files (x86)\Microsoft Games\Halo Custom Edition\redist, the following window pops up: "Welcome to the MSXML 4.0 SP2 Parser and SDK Setup Wizard".
I click next and then three buttons: "Modify" "Repair" and "Remove". I have done both Repair and Modify.
I finish the wizard and open Halo CE and still nothing.

I downloaded and ran the 1.09patcher and it told me I already have 1.09 and that this program is for patching versions 1.00-1.08. Then it runs halo update and it tells me my game is up to date.

What sort of msxml files do you have in your C:\Windows\System32 folder?
I have:
msxml3.dll (1833 kb)
msxml3r.dll (2 kb)
msxml6.dll (1953 kb)
msxml6r.dll (2 kb)

I have the following files in C\Windows\System32 with msxml in the filename:
msxml3.dll
msxml3r.dll
msxml6.dll
msxml6r.dll
They appear to have the same file sizes as you say yours does.

Method 2: Register the XML .dll file
1.Quit Halo: Combat Evolved.
2.Click Start, and then click Run.
3.In the Open box, type regsvr32 msxml4.dll.
4.Click OK.
Try doing this again but with 3, 3r, 6, and 6r.

What screen resolution are you running at? Is it a custom one or one that the menu lets you select?

It is the largest one in the video settings menu. I tend to see better that way considering my glasses burned up in a house fire.

right click the halo shortcut, click properties, then add -window to the end of the target

That screen res is really odd. Try 640 x 480 and see if chat comes up.

if he was attempting to get the game to be in a fixed window rather than just blowing up full screen then -windowed worked.
