Exactly what Inferno said, Bungie has never dissapointed its PC community when they had control over what they did.

I wouldn't hold my breath waiting for an editing kit. They are a console-centric developer now.

I highly doubt that. They were always loyal to the PC and that one dumb computer apple makes, Once M$ took them over they focused on making money for there console to take away from the PS3 and Nintendo, They don't have to take shit from any "higher ups", their ideas are theirs. Also if your worried about Activision saying no editing kit like the did with MW2, you shouldnt be Activision is just there publisher.
Infact if your assuming this from what happened with Halo2 Vista, Bungie had the full editing kit ready to go, and Microsoft cut it last minute.

Do we have evidence of this?

I remember reading it somewhere, I must have just read it wrong, if so my bad for confusing information. Though it does seem this way since the tools are there, just can't be accessed.

Bungie had nothing to do with Halo 2 Vista, hence Vista product keys don't get you squat in Reach.
The business has changed. We're not exactly in the golden age of game modding anymore. A lot of developers just don't see it as important. They view the tools they use as being beyond the capabilities of most users. They just want to ship their product with as much feature parity as possible. And since consoles can't do true modding, they aren't likely to put extra effort into the SKU that will sell the least and be pirated the most.
And knowing Bungie, I doubt they're all that comfortable exposing their raw, unstable, unpolished tools. They would want to polish and streamline them too much and we'd probably get something closer to Forge than the original HEK. In any case, an editing kit would require additional development time of 6 months to a year. I don't see that happening. I see the 3 SKU's releasing almost day and date with each other.
Anyway, don't expect an EK and you won't be disappointed. Don't expect Bungie to play favorites with any platform and you also won't be disappointed.

Again I'm going to disagree with you on the point you make about companys moving away from game modding adn editing kits, The only company I've seen do this would be infinity ward. Unreal released there entire Editing kit no long ago for free, Crytex just released Cryengine 3 for educatrional purposes, Valves editing kit has been used for awhile and is constantly updated with each new game release for public and private use. Modding is still a large part of PC gaming and for any company making a PC to not release an Editing Kit is asinine. Even Halo PC is still in a good time of modding, albeit not the best.

Modding is what sets PC gaming apart from console gaming. It's generally what makes it worth the extra effort.

As long as it's cross-platform, I could care less. PS3 really needs to find something (besides Resistance, MAG, and apparently LBP) to attract people. Maybe Bungie could be it.

Metal Gear Solid, Infamous, Killzone, Uncharted, God of War, Heavy Rain. Want me to continue? PS3 just dosn't advertise, Most gaming sites I go to all I see plastered on every ad location is HALO REACH and before that it was HALO 3 ODST. Microsoft has pretty much mastered the art of advertising.

The difference between Crytek and Epic is that they base their engines around the fact that they sell them for others to use. For them to release their engines for people to play with is at NO additional work for them to make sure they're fully functional.... and it's a form of advertising for their engine licenses.... Valve is a PC developer rather than a console developer. They seem to LOVE PC gaming, so of course they're going to try to keep it alive, but... you can hardly include a 7 year old game (Halo PC) in with this list of companies that are CURRENTLY helping the modding scene.
Anyhow, normally I'd feel at least a little bad about derailing a thread, or helping to derail it... but the OT is common knowledge that we all knew when Bungie/Activision announced that Bungie would be working on cross platform titles months ago.

The expression is, "Hope for the best; expect the worst." not "Expect the best." That's all I'm saying.

Bungie attempting to appeal to a larger audience in an effort to make money? Egads, what is the world coming to! [/sarcasm]
Now what would be insanely awesome is cross-platform multiplayer, but we all know that won't happen.

This also means that they are planning to release on the current generation of consoles. The game would be releasing towards the end of their lifecycle.

It could for Xbox <-> PC. Shadowrun did it, and both developers have been in cahoots before.

I mean more for PS3 <--> Xbox 360. I'd love to play with my buddies who have a PS3 and no 360.

Amen to that!
It'll never happen.
I'd be glad to be proven wrong on my previous statement.
