Extremely loud, annoying high pitched fan whining noise

I built my computer about two weeks ago, and every now and then, I would hear a loud ass whining noise coming from my computer. I couldn't quite figure out what it was, and whenever i had opened my computer to listen to what it was, it would stop. Now, this noise only started when I put my GPU in three days after I built it. (however i cannot confirm this) It's a ATI Radeon HD2400 Pro 256mb sent to me from Pyong. I haven't put in anything new, I just schlopped the GPU in and it started making that noise. Did I not plug something in that I was supposed to? This whining noise is pissing me off and I've tried everything, reseating the GPU, making sure nothing is in the way of any fans, making sure everything power-wise is connected, and yet I couldn't get it to stop. We live in a small shared space and it's beginning to piss off my brother and mom, and I googled, couldnt find anything.

Start by finding out which fan is making the noise. Take out the GPU and run the computer for a day or two. See if the noise comes back. If not, chances are it's the GPU fan. Also make sure no cables are touching the fan.
