So, I just installed a XFX ATI Radeon 5850 Black Edition video card for my PC, plugged in and everything. I restarted my computer, and when it gets to "Starting Windows" it just hangs there. No matter how long I let it go for, it doesn't change at all.
I go into safe mode. Computer loads up fine. Login, get to the desktop. However, Device Manager says that instead of the ATI Radeon card, it's using "Standard VGA Graphics Adapter", which I assume is the onboard graphics chip on my motherboard.
So, I am currently stuck in Safemode, unable to install any drivers (because the Windows Installer service is turned off, and I can't turn it on because I am in Safemode) and cannot restart the computer normally without getting stuck at "Starting Windows"
OS: Windows 7 Ultimate
Help is appreciated.

Go into the Bios for your motherboard and check if there is an option to manually turn off the onboard video adapter. I don't think that it is using your onboard graphics either since your cable is plugged into the video card and not the motherboard. It's probably just using the one set of drivers that are compatible to at least get some sort of video output for you. Strange that it would only work in safe-mode, though.
The only thing I could suggest is checking the bios to see if the onboard video is turned off.

Looked in bios, the Bios were looking at PCI, changed it to PCI express x16, rebooted, nothing changed.
Options were Onboard, PCI, PCI Express xsomething, and PCI Express x16
Edit: Actually it may be only saying that because I am in safe mode, attempting to restart normally...

Yeah it didn't work, Still stuck at the Starting Windows 7 thing. I can hear the fan in the PC, and I see the "thinking" light flickering on and off as normal, but it's been going since 5:00 EST, so I dunno.

Well, without removing anything, and with the case open, I see that my graphics card's fan is spinning, so that must mean it's plugged in and seated correctly, right?
If so, then why isn't my computer working then...

The ATI driver probably has a problem, so that it only works when it loads w7's default driver in safemode. If you can't find a way to get rid of the old driver then you may have to format.

Did you uninstall the onboard video drivers before installing the video card? If not, take out the video card, plug the video cable back into the motherboard and remove it using the provided uninstaller or using the Device Manager.

Alright, reset the mobo and now it works, was able to install the drivers and everything. Reboot back to the Desktop and everything seems to be fine.
Until something loads that requires 3d. The computer's screen continually goes to black, comes back, and doesn't load anything. Certain cases were corrupted artifacts all over the screen, flashing and what not. Rolling back the drivers returns it to Standard VGA Graphics Adapter, and no problems are to be had.
Sigh.

Could be the card. BTW, what kind of PSU do you have?
