This is literally the dumbest shit.

According to a search for the error, it's being caused by anti virus software, or the DRM from some other program.

It has chased me through two fucking windows vista ultimate re installations, every program I've installed, by the time this error shows up, I have been using for the last year, or more, and almost all of the programs are also running on my tablet pc, which is also using vista, and not having any problem.

nothing I've found has been helpful at all, and I can't really do much since my entire desktop is LOCKED thanks to this shit.

Try booting from the vista disk and running a system restore.
OR:

A.) Restart your Vista computer.
B.) Press F8 quickly before Windows Vista starts loading to display the (Advanced Boot Options) screen
C.) Use the arrow keys and scroll down to select Safe mode. And not press the Enter button on your keyboard.
D.) After Windows Vista loads Safe mode, click the Start Menu, and then type appwiz.cpl in the Start Search box.
E.) In the Programs drop down list, choose appwiz.cpl.
F.) Scroll down the list to identify all the incompatible programs that are installed on your Vista computer.
G.) Select each program one by one and make sure they have been properly removed or un-installed.
H.) After your done, restart your computer back into normal mode.

If possible, boot the vista disk use command prompt and try "SFC /SCANNOW"
That will check system file integrity and replace any corrupt files.

Linux all the way, and if it was caused by an anti virus piece of software.

This issue also may have been caused by hardware and software problems. Most likely a hard disk error occurred, or A program that doesn't run well with vista was installed ( Anti Virus Software you used ... )

Oh, for the record I Fixed this by just not doing anything until it finished updating all the way.

and I tried linux, it was kinda bad though, it'd be nice if there was a proper OS that could run regular windows programs no problem, to actually compete with microsoft, then we'd probably see a lot more improvement :l

See, Windows is actually a minority in Operating Systems because most OSes use Unix. The problem is that Microsoft's proprietary OS is on the majority of consumer and business desktops and laptops. In everything else, Unix dominates.

Because everywhere else you actually need full access and proven security. They're two different user bases for a reason: two different needs.

The execution bit did Linux in as a serious competitor for anyone but the people smoking the word "secure". It's either mac or windows now.

That IS NOT MICROSOFT! THAT IS MALWARE!

If you didn't install anything... you're lucky you didn't get far enough in.

Eventually you'd end up with http://www.bleepingcomputer.com/virus-removal/remove-windows-software-protection something like that.

If you did install something -- they tricked you into allowing it to install by scaring you with fake unlicensed software claims or something -- and now they've locked down your computer until you pay them money. Classic virus extortion. Don't pay them... they'll make the symptoms go away but they'll likely leave something on your PC for a later scam since they know you're a sucker if you paid.

Assuming you've done your backups (if not... do them... if it doesn't let you... get a linux live CD and backup your pictures/documents/movies/music/whatever-that-is-not-a-program to an external harddrive)

Get your Windows install disk. Erase (format) your Windows drive. Reinstall Windows.

Be careful what you click on. Malware can only get on your computer if:

1) You let them in.
2) A program you run has an exploit.

Windows used to have enough that #2 was simple enough just by leaving it attached to the internet without a router. Now we're seeing Adobe programs being attacked more because Adobe never really worried about security much. But if they can fake an emergency and trick you to *let it in*... that's it.

Soon we'll see this happen to smartphones (already started to some extent) because of the value of hijacking a cellphone... especially one with address books and creditcard information on there and not necessarily well protected.

And what will you do if it happens to your cellphone? Reinstall the OS? Good luck.

People need to be security conscious. It's a sad truth.
