I know the max count of polies per cluster bsp is 30,000.. but what is the maximum with and hight (cant spell)

Well, that depends.

Halo CE has a rendering distance limit (after something like 2 kilometers it doesn't render any more), but that can be bypassed with a hack, or so I've heard. I'm not sure what the limit is in H2V, but I know it's there and it's probably the same or close to it. (Come to think of it, Delta Halo is a good example- the other side of the lake with the temples in it is as far away as it can possibly get- if you sneak outside the level it immediately starts falling out of rendering.)

In my opinion, the 2km limit is perfectly fine, because your map shouldn't be that big anyway (actually, I have to put my foot in my mouth for this one, because in my SP map I have a cinematic that calls for a very large open plain- but that should be done with a skybox anyway.

If you really want to make the level as huge as possible, keep in mind that very long and narrow triangles will have poor lightmaps and will suck for dynamic lights as well, not to mention occasionally cause physics glitches (randomly falling through the level).
