Its a program that lets you download maps, tags, and other H2V junk. It's the alternative to digging through several release threads on several forums and digging through HaloMaps.

I have a Problem. everytime I try to Download a file windows comes up with the crap about your appliation has stopped working please let it find the solution.(which it never does so i hit cancel)

Ok, odd. It works on my windows server 2003 rig but not vista. :(
And Halo 2 is int on this pc. Its on vista

loads up... click update database.. no update.. neat.. scroll down and download Honey Canyon... and I get this

downloaded the 2R3... ran it.. didn't work... I put that extra .dll file thinger in the folder... same error.

Ugh, I'm sorry, but that GUI makes my eyes bleed. It looks disorganized, there are colors clashing left and right, and the images being stretched just kill it.
Making a properly organized/themed GUI is half the battle, the other half being the core functionality (unless, of course, the program doesn't need user interaction past running it), no more, no less. A functional app with an ugly interface will drive users away, as will a pretty app that simply doesn't do things right.
