His my pc specs:

Intel Core 2 Duo e6420 2.13 ghz
2 gb ddr2 667 mhz kingston ram
Nvidia GeForce 8600gt (512 mb ddr3)
250gb sata2 seagate hard drive
windows vista ultimate

H2 Settings:

Resolution = 1024-768
Level of detail = medium
Anti Aliasing = off
Gamma = 2 (default)

When I am recording I only get about 17-21 fps when I am in a room by myself, and I want to record in my CAL matches will have 8 people and get preferrable around 30fps if possible. Also when I am recording in fraps it is on half size not full size. Any help would be appreciated.

That's strange. Do you have anything like anisotropic filtering forced on in the Nvidia Control Panel? It should all be set to application-control for H2V.

You should be getting 60+. Probably even 100, and above, from the stats you have.

I can only think of the obvious:
Make sure you don't have a bunch of crap running in the background.
Try restarting your compy.
Check for my personal arch nemesis: Heat. Is your cpu overheating?
Scan for viruses and spyware

Make sure you have NO options having to do with AF or AA on in the nVidia control panel for your graphics card. That causes extremely low frame rates.

I have a strange problem where I get horrid and unstable frame rates of what appears to be 12 - 20 fps, but in fraps, and other frame rate logging and displaying utilities show it as 40 - 60, as if it is lying to me of what my frame rate is.

FRAPS is pretty aweful for me in Vista as well, and its not just H2V. All I can get out of H2V in Vista is 800x600 recording full and have it still playable. Under XP, 1920x1080 full records even better (and thats with AF maxed out). :embarrassed:

That is probably the game stuttering.
