Graphics card doesnt work...

So I install my graphics card turn it on and install the drivers.Ive previously had a ATI and removed the previous drivers.
I used to have a ATI RAEDON X300 SE and I upgraded to a ATI RAEDON X1300.I try to install the latest drivers and get the error "Driver Install:The INF file was not found" and idk what that means.So I go in game and see if theres any FPS difference and theres none..My graphics are just the same and I even removed the old card from my computer and still nothing.Im guessing its because the new driver wont install but im not sure.I'm in a desperate position when I just spent $130 on the upgrade and its not better AT ALL.So please help me...

What I'm getting from Python right now is that he's an impatient idiot who can't wait a few days for a obviously better and not that much more expensive card but instead prefers buying a cheaper but ultimately inferior card in the store since he gets it right away thats not that much cheaper and would probably complain on how bad the card he bought is.

I agree with this post. Picking up an X1600 when an X1950 is available is just ridiculous. In store pickup compared to online ordering is no excuse :\.
