Can't download anything on my phone.

I recently purchased a cell phone from At&t and I can't connect to the network, as in the WAP browser where you shop for games, ringtones, graphics etc... Isn't every phone equipped with it? Also, I haven't done the rebate for the phone. I'm thinking that's the reason why it isn't working. Correct?:confused:
