I wanted to just compile a list of links and such for people who are having difficulty finding them.
Halo Progs: (Needed for good maps)
Hek: http://hce.halomaps.org/index.cfm?fid=411
Kornman00 + Ahobo V2: http://hce.halomaps.org/index.cfm?fid=1422
Exporter: http://hce.halomaps.org/index.cfm?fid=1639

Modeling Progs: ( Chose one )
3DS Max: http://usa.autodesk.com/adsk/servlet/index?id=5659302&siteID=123112
Milkshape 3D: http://chumbalum.swissquake.ch/ms3d/download.html
Blender: http://www.blender.org/
Maya: http://usa.autodesk.com/adsk/servlet/index?siteID=123112&id=7639525
Gmax: http://www.turbosquid.com/gmax

Texturing: ( Chose one )
Photoshop: http://www.adobe.com/products/photoshop/index.html
Gimp: http://www.gimp.org/
Paint.Net: http://www.getpaint.net/download.html

Not all of the files above are neccisarrily needed, but they are a good compilation list of tools that may be used in HCE, Hope this helps :)

I would suggest to cut down each of those to one 3d modeling program / one image editor as to not confuse new comers. If they see a long list like that they will download everything and not know what to do with any of it. Quality of programs over quantity.

The links are good, but you forgot some things. First, you didn't provide links to compatible exporters for Gmax. Second, it would be nicer for someone who is completely new to know where he can improve his skills or learn how to do basic editing in HEK. Luckily, I managed to find an old post of mine that contained some of the links:
Welcome to the wonderful world of Halo CE mapping!
:hellyeah:

Please keep your hands and feet inside the vehicle at all moments.

First off, you will need the following type of tools:

A 3d modeling program (preferably 3ds max)

3DS max: http://usa.autodesk.com/adsk/servlet/index?id=5659302&siteID=123112
You can get a free 30 daytrial here if you do not want to spend about $400

Gmax:
The free limited version of 3ds max (www.turbosquid.com) Subscribe to the site and Search for gmax and im sure you will find it

Next thing you will need will be the Halo Editing Kit wich can be found here:
http://hce.halomaps.org/index.cfm?pg=3&fid=411

The next step you will have to learn how to do stuff so we got:

The official HEK tutorial:
http://nikon.bungie.org/misc/hek_tutorial/

The Ghost's Tutorial site:
http://ghost.halomaps.org/tutorials/

Halomap's tutorial section:
http://hce.halomaps.org/index.cfm?pg=6&sid=23

The awesome Gearbox H2V search function:
http://gbxforums.gearboxsoftware.com/search.php
http://h2vista.net/forums/search.php

And lastly we need to export our map you will need either:

The Ghost's exporters:
http://www.h2ek.com/resources/hce-tutorials/index.html

Blitzkrieg:
Comes with HEK but can be a bugger sometimes

Chimp:
Exporter for Gmax http://www.darkknightsoftware.com/projects/chimp/

Out of all of these i recomend "The Ghost's JMS exporter from bluestreak project"

And now to sharpen up those tools!
