Any government is plausible in a country without idiots.

Democracy -> People won't vote for morons, or steal elections.

Communism -> People won't cheat the system and will do their fair share of work.

Dictatorship -> Dictator will give good commands and people will follow diligently.

Social Welfare State -> People will realize duty to fellow man, everyone will prosper.

In such a utopia no governmental theory is impractical.
