Is there a way to make it so Halo doesn't have horizontal tearings? Like make the framerate stay below the refresh rate. thnx

Try forcing vsync through the nvidia control panel

Is there a way for ATI people to do this? Does ATI have a similar CP? (for future knowledge)

Yeah, it's called the Catalyst Control Center (iirc).
