Mind you, I'm using the stock UI. Maybe custom UIs are causing this?

Does it work when you don't have the Open Sauce dll in your CE directory? Try downloading d3dx9_37 from the Internet, and placing in your CE directory.
Edit: Try the dll Bacon just linked to.

CE fails to start, saying d3dx9_37.dll is missing, and that i don't have Direct x 9.0b installed.
when i add d3dx9_37.dll to my CE folder, the game starts fine and OS works perfectly.
-edit- tested using stock and a custom UI, no issues with either. (once the above issue was fixed :p)
-edit2- tested using the version changer along with it, no issues.
-edit3- tested launching CE from steam w/ the ingame overlay, no issues.
-edit4- tested using xfire ingame, game does not load... must disable xfire ingame for CE (same as yelo)

I had this problem too at first. I just google'd d3dx9_37.dll, downloaded it, and the problem was solved.
Edit: Follow Bacon's post.

I'm starting from Map Manager, console, dev, window, and screenshot enabled, with a custom (Delta Ruined) UI, running on 1.08. I press the "Start Halo" button and almost immediately get the message

The same happens when I just double-click haloce.exe.

Go download the missing dll, and see if that fixes the problem.
