Uhhh, pretty sure it does work without SAPP, there just wont be any sv_say happening.

The HCEL server runs rec0's app and has no problem with executing app commands with sapp unloaded. There is just no confirmation of the command execution from the sv_say.

big noob question, when you say you need acces to microsoft, what do you mean? i got the tiny hex part down, but with the admin editing in the _d i have no clue what to use, may you please explain what program i need to use.

Yeah it's been like that for a while... if you don't type (rcon here) load it'll run fine without sapp, it just won't have any text output.
