It already sounds underwatery, you just couldn't really hear it in the vid. I assure you, it'll feel like you are underwater.

The weapons in Metroid don't slow down under underwater...

It does? What level in Halo 1 are we talking about, The Silent Mermaid? I don't recall any levels where you were constantly underwater so why would it even matter? I specifically don't remember any part where going underwater causes your physics to change?
I have no reason to be defensive over the matter of whether Halo's engine does that automatically, however, I feel that's quite a silly statement to make. As for me and my relation to the matter, I didn't fire any weapons in the map because I didn't feel it was appropriate, but I have before, and they aren't slowed down at all.
