I think the HUD is fine, except for the position of the reticule. Move it up, pl0x. I always feel like I'm aiming down when it's that low, which results in a feeling of tunnel vision.

It actually makes sense to have it that way, and if they were to move it up now then all the animations would be fucked. Rather, the origins. Either you're pointing too low, or if they fix it to point at the reticule, the feel is skewed completely.
Oh, and I think the HUD is also fine except for the numbers clipping into the icons of the grenades/weapons.

Well, they could've used different animations and origins. They aren't required to reuse old material. It's a minor gripe though, and a majority of the Halo games have the setup, so it isn't worth bawing over that much.

Based on a glitch from Halo 3's theater mode, I'm willing to bet they originally animated them to be pointed to the center. They're just rendered lower to fit the position of the crosshair.
I'd say they should move the crosshair up.
