Actually, you're right on that. The animators did have it that way but then the way their animations are in-game, they're moved down to the correct position.
I'm still completely fine with it being lowered though, just another thing that makes Halo different from every other FPS. Certainly allows for a different and unique feel of animations.

Actually, moving them down put them in an incorrect position in Halo 3. In Halo 3, they point below the reticule, and in Reach, it looks like they point above it. Although the reticule is off-center horizontally in the screenshot, I believe the vertical position is correct because it's at the same level as the blood.
