A rail gun fires a heavy slug via electromagnetism, it's not a directed energy weapon necessarily.

I would think of something along the lines of several mounted-rail guns that the slugs carry flak.

Railguns that fire flak.

Any size Snaf, as long as it looks powerfull, well armored and scary Lol. And able to be picked up.

isn't that like the biggest limiting factor on size possible?

you mean you want it the size of a halo 3 machine gun or missile pod?
