Yes and no; I believe that the core coding was started on XP, yes, as I think that no version ready for testing was out even internally. Then, theoretically, they moved over to Vista, and worked with that to learn how they could learn get the software to work with the OS's overhead (*snicker*), and Windows LIVE libraries and such ().
Guys, XP wasn't supposed to come out for a year after it was made, I mean, that's when SP1 was released for it! Service packs ALWAYS mean that an operating system was rushed and released early! :v
