I use version changer. Would that cause a crash?

I run halo ce and an error pops up that says I dont have direc
This application has failed to start because d3dx9_37.dll was not found. Re-installing the application may fix this problem
We are sorry but you need directx 9.0b installed to run this program. Please run halo to fix this problem

using DH ui, so i dont think its the ui's fault.
windows 7 build 7127 32 bit
CE fails to start, saying d3dx9_37.dll is missing, and that i don't have Direct x 9.0b installed.Code:Time of this report: 5/26/2009, 18:59:20 Machine name: MYSPC Operating System: Windows 7 Ultimate 32-bit (6.1, Build 7127) (7127.winmain.090507-1820) Language: English (Regional Setting: English) System Manufacturer: System manufacturer System Model: System Product Name BIOS: Phoenix - AwardBIOS v6.00PG Processor: AMD Athlon(tm) 64 X2 Dual Core Processor 4600+ (2 CPUs), ~2.4GHz Memory: 2048MB RAM Available OS Memory: 2046MB RAM Page File: 1581MB used, 2511MB available Windows Dir: C:\Windows DirectX Version: DirectX 11 DX Setup Parameters: Not found User DPI Setting: Using System DPI System DPI Setting: 96 DPI (100 percent) DWM DPI Scaling: Disabled DxDiag Version: 6.01.7127.0000 32bit Unicode
when i add d3dx9_37.dll to my CE folder, the game starts fine and OS works perfectly.
-edit- tested using stock and a custom UI, no issues with either. (once the above issue was fixed :p)
-edit2- tested using the version changer along with it, no issues.
-edit3- tested launching CE from steam w/ the ingame overlay, no issues.
-edit4- tested using xfire ingame, game does not load... must disable xfire ingame for CE (same as yelo)

FAILURE
I'm starting from Map Manager, console, dev, window, and screenshot enabled, with a custom (Delta Ruined) UI, running on 1.08. I press the "Start Halo" button and almost immediately get the message
I close that message and recieve Halo's error popup.Originally Posted by haloce.exe - Unable To Locate Component
The same happens when I just double-click haloce.exe.Originally Posted by Halo - Fatal Error
EDIT: Looks like I'm not the only one.
