It is auto unlocked.

You just turn it on before you start the game.

Its in the main lobby, you got to be party leader to turn on skulls.

You can only turn on Secondary skulls (silver) in Firefight.
You can turn on Primary skulls (normal) and Secondary skulls (silver) in Campaign.
