Can't join/create games in CE

So I just installed CE on my new computer (W7 64-bit, btw) and it wont let me access the join games lobby/create game etc. All of the options, except for create lan are grayed out. I only just wanted to go to the lobby so it would check for updates, so i could install the 1.09 patch (fresh install, still 1.00) since whenever i try to download the patch manually it spits out an error, but doing it from ingame always works for me. I know windows firewall isn't blocking it, and i don't think anything else is, so if anyone has a suggestion on what the problem would be, I would appreciate it.

Is dev enabled by command or some program?

Ah, I just looked at the shortcut and it does have -devmode in the target. Also, I just updated to 1.09 using the haloupdate.exe in the source directory and it didn't help, if that's any help.

E: Ah yes, I removed it from the target and that did it, thanks rook.
