Welcome to another year of the HCE League!
Last year we felt we made some major improvements in the way the league was run. However, we felt there was still room for improvement and found that there were still holes in the rulebook that caused a few headaches. Never the less we’re pleased with how far the league has some since being founded in 2005.
For those who are new to the league, it is a ladder style. One person will climb to the top. The weapon setup for this league is standard weapons. Things like modifications, all heavies, all vehicles are not in this league (Coldsnap and Hugeass are some examples). If this isn't what you're looking for then do NOT join. If you would like a copy of the official gametypes, feel free to contact Boss, Mod, or Dr.
Until then, we would advise you to review these rules and feel free to ask any questions at all.

Please make sure to put the leader's X-fire, so that we can contact them when necessary.
What is required:
Team Name and Tags (please ensure that your name and tags do not copy another team)
At least 5 players, this is a 5v5 league. We recommend having backups!
Time zone for the team (time zone for each player as well is recommended but not required)
It is advised that you keep a copy of the roster incase you wish to add or remove a player from the roster.
If a player is found on another roster, there will be given a set amount of time to decide which roster he/she wants to be on. If they don not comply then they will not partake in the league.

~Due to the recent happenings in the previous league, there will be a new system. One that reqiures all members to be in the clan prior to signup. All members will have to be submitted as the roster updates are now taken history. I will allow although, for 1 member, in the off-chance you come up short, to be a backup, as you cannot add additional members. But they must be added 24 hours before the game starts.All members must be registered in this league at sign up to play. If you're not ready, you will not play.

Banned Tags:
[HCEL]- These are your league officials
[SPEC]- These are reserved for spectators
[FILM]- These are reserved for filming players
[REF]- These are served for anyone (who is not from either team) who has volunteered to help ref
Face tags- While we know the face clan will be upset with this, we ask you
not to have anything such as {|}*-*{|}. This is so we can be more sure about the player being who they claim they are.
Banned Names:
Anything that may offend someone
Names with letters we cannot type into the server application. Please save us the headaches.
Score hacks, if you come in with a score hack you will be banned from the server and the league. The score hack will mess up the server application. Do not try us.
Official Server:

We have a server application programmed by rec0 which gives us more control over the server (plus some other goodies along with it). The application is able to see through any aliases you have joined under.
And do not ask for this application, it will never be public. Bug us and we reserve the right to kick you out the league. Don’t try us. We do not want a thousand copies of this flying around, it would get annoying. Thanks.
Regular Season:
Every two weeks a game will be played on Friday, Saturday, or Sunday as most players are available on those days (This of course will change during the Summer). Two players from each team must show up in order to be considered a team. As a 1 vs. 1 game is not really a team played game. Five players is the max players as you all know. Having plenty of players on your team will help greatly in allowing you a better chance to have five show up.
We know that having five players show up may prove to be challenge and we understand that. You are more than welcome to agree with the other team to lower the amount of players. As long as you have two players show up, you’re fine.
Schedule- You will be given a schedule of the teams you are expected to face and which weekend you are to face them. A thread will be posted at least a week prior to your match up to allow discussions with the other team. If you are not able to come to an agreement about match times by Thursday, we will set a team for you.
No show one team- If one team doesn’t have more than two players show up, they will be given a .5 loss while the other team (as long as two players show up) will be given the win.
No show both teams- Both teams will be given a .5 loss.
DEADLINE FOR ALL GAMES:
Due to the lack of inactivity, there will now be a 3 week deadline for all matches. First come, first server basis. All times must be put ASAP. There must be a 4 day difference from when you post the date, to the actual date.
Team Discussions:
A thread will be posted on the forums about your match at least a week before you are expected to play the other team.
a. Maps and times must be confirmed on Thursday (at least one day before the game during the playoffs). On game day, if a team is missing people or something, teams must play with less people/forfeit/etc.
**Playoffs Only** If both teams have an agreement to delay the game then you must give the time and day to the admins via PM or email. This is so it'll give us a chance to plan. However, please don't keep delaying the game to the point that it holds up the entire league. Admins have the power to overturn a delay if they feel that it is holding up the league.
b. Teams should discuss times with their opponents, and present the information to the officials/admins on the forums or PM.
c. Teams are allowed to choose their maps and gametypes. If for some reason you can not come to an agreement, we will select the maps and gametypes. This won’t be a problem.
d. Teams should have an even game as much as possible, 5 starters per team. Backups are welcome. If you come in with less, don’t blame us. It is your responsibly to ensure that at least 5 players can play.
e. If a disagreement has come up regarding anything (forfeit, player cheating, and so on), we reserve the right to settle the dispute. We even reserve the right to overturn a win call.
Series:
The matches will normally consist of three rounds with one overtime round if needed. This is normally a best of three. However, a tie can lead to a third match. Which means, if you win one, then tie one, you’ll have a third match. You must have more wins after the set amount of rounds. If for some reason it is tied, we will go to overtime (discussed later on)

Cheating:
Please note that we are very strict about this. We do not allow any known cheaters into our league as we do wish to keep our league clean. So if you have botted, wall hacked, or whatever and have been caught, you’re out of the league. We would advise you to check our server to see whether or not you can enter or not. We do catch cheaters and will ban them on the spot. Even if it’s not during a league game. So do us all a favor and play fair.
If any of your teammates are caught cheating during a game, they will be kicked of the league and any wins you have will be taken away (-1 if you have none) and will be counted as a loss. The last time that lost to your team will be given the win. If a player from your team is caught aimbotting twice, your team will be kicked out of the league. We don’t care if you didn’t know, as this is the internet. We can’t tell if you’re telling the truth or not. So please be aware of that.
Cheating- If a player has been caught cheating out of a league game, we will ban that player from the server. If it’s during a game, we will ban the player, take a win from your team and count it as a loss. If your team is caught again aimbotting, your team is out of the league. No questions asked.
Double Teaming or Imposter- The player caught double teaming will be suspended from the league (as well as being banned from the server). Your team will be given a .5 loss. If your team is caught again, your team is out. It is your responsibility to know who your players are.
We would advise you to use caution on players you do not know. If you do not know the player, it may be best to not allow that player to join your team.

And known cheaters who are banned from the server. Please have them check the server to ensure they are not cheaters (if you feel they were banned for TKing, contact us for questioning).
Remember, if any of your players are caught Botting (no matter the result of the game) your team will be automatically disqualified. You have been warned many times.

Questions:
Q: Is it a possibility to add members from eliminated clans during the playoffs?
A: No, not even from forfeited teams this season.
Q: Will you check prior to a match that a player isn't double teaming?
A: Originally we had planned to check after the match. However, thanks to rec0's application we are now able to check prior to a match. So you are assured that we will check each player before the match has started.
Non Players:
League Officials- These folks are in charge of the games. Listen to what they say and there will not be any problems. They will have the [HCEL] tags on (except if it’s Dr.). If a player comes in with a
[HCEL] tag and the server does not announce the player as an admin, he’s most likely a fake.
Spectators - If you would like to watch the games then please contact an admin prior to the game. We have a three limit rule. If you are doing something useful for us, (Ref, film, or whatever) then we will be more willing to let you stay. We ask that you do NOT help any of the players in the games. If you are caught helping a team, you will be banned on sight for the reminder of the game.
If you are kicked from a game, do not join again unless you are the designated player for the next map or whatever.
Filming – This would be greatly appreciated. We would like to have at least one filming player for each game at the most. One editor is suggested but not required. If Dr is filming, we may not need you for the game. Just a little tip.
Common Sense Guidelines:
a. Hacks - If you are caught cheating of any sort, the player will be banned on the spot. Plus your team will be given a loss and a win taken away. No questions asked, even if it's your friend, brother, whatever. It is your responsibly that your teammates are not cheaters and will play fair. If your team is caught again, you’re out.
b. Anything goes in game, however no camping in secret places (i.e. top of maps, pushing out of barriers, etc.).
c. Please keep the game civil. No one, under any circumstances, may insult the opposing team purposefully (Unless it is known to be playful) - the offending player may be subject to a ban, if multiple players then the team may be DQ'ed. Swearing is fine as Halo can get frustrating. However, don't flood the chat swears as you will be warned and kicked from the game if you continue. Although we are usually pretty chill about things. Just don’t piss us off. J
d. Keep the complaining to a minimal, if you have suggestions or concerns. Please contact an admin.
Game Setup:

Servers will be reserved at least 30 minutes to an hour ahead of time. This is so admins can set up the server for the scheduled game.
CTF:

Killing specs, admins, and refs is prohibited.
Each game will include at least 1 Slayer game.
Breaks:
An admin will chose a designated break map. This is to allow bathroom breaks, food, water, etc.
Server Crash:
As you all know, we have a server application called rec0’s application (or known by some as Bungie Tools haha). The server application may cause the server to crash during a game. This has not happened before but in case this happens:
Before a match has started- We will just promptly restart the server and set everything back up.
During a game- The game will not count if there is more than 10 minutes remaining (a league official will keep track of the time). The team with the winning score will win if there is less than 10 minutes.
We ask anyone that has access to the server application to not use any commands unless you have to. /t is the only command you can use. No team is allowed to use /afk (as much as that is useful) in order to better prevent a server crash. However, that will be an exception ONLY for slayer games if you have more than 10 kills. Please use it sparely however.
Overtime:
If for some reason the match is still tied after three games. There will be a sudden death match played on one of the original maps by bungie to keep everyone mostly happy. If both teams agree to which map should be played in overtime that would be great.
How Overtime will be setup is simple:

Game type Decision Process:

And so the cycle continues.
And whoever wins this game is considered the winner of the series.
Offenses:
The following offenses will result in a kick from the game (as in you can’t return to the match) and can result in a disqualification from the league depending on the offense.
Kickable Or Ban Offense:
- Killing admins, refs, specs, basically anyone who isn’t on either team on purpose.
- Botting, wall hacking, any type of cheating will be an automatic disqualification.
- Switching teams to disrupt the game.
- Having more than five players playing (having one as a spec is fine if there is room).
- Pissing anyone off. If an admin were to see a Ref, filmer, or spec inturrepting anyone, they have the right to ban that player for that game.
Warnings (Three warnings will mean a kick from the match);
- Flooding chat
- Suggesting cheating (should be common sense)
- Picking a fight with another member (joking is fine)
Referees mainly, but League officials in general will keep track of these offenses.
If you feel that an official is being bias, unfair, ect. Please keep it up with one of the top league admins which include Dr, Boss, and Mod.
