Because the front assembly of the main part of the turret houses the gun's breech and autoloading mechanisms, not to mention it doubles as the secondary gun's coaxial mount. Those mechanisms can't be out of line with the barrel, or the loading mechanism won't work, so they have to rotate with the barrel.

Now I'm officially open to suggestions:

So if you have ideas on improvement please say so, just be specific not just "Add details that are on a real tank", tell me what details you mean.

Why are there iron bars on top of the turret and on the back?

The modelling looks a little on the weak side where the turret barrel meets the turret. Add something there. And on the sides of the turret, looks bland as well. Add some large nets for supplies or something. Or, take the idea of reactive armor. Do something a little more on the rotator where the turret meets the body.

If they're meant to be a ladder to get ontop of the turret, get rid of them and stick them on the side so it looks like somebody could actually climb there.

The tubeing over where the exhaust pipes on the origional H1 tank were look stupid too.
Perhaps put some kind of optical equipment there? (and where's the antennae??)

And what's that optics thing you've got sticking out from where the second diver seat was?

    Chamfer?

Also, why not make the grizzly tank from Halo Wars, its equipped with a flamethrower instead of a chain gun. And it has vents on the top of the cannon to let out the excess heat.
