i never had any problems with media center using my tv tuner, except for the occasional low bitrate error, which is fixed by switching channels.
what tv tuner do you have?
try manually installing playready?

Some Hauppauge card from 3 years ago. But that's completely irrelevant. It's not the channel or card that it causing this - it's the shitty software.
Manual install doesn't fix it. The PlayReady download from Microsoft is version 1.3 and it is probably the same as retail. Either that, or it is a Windows Update that was released shortly after RTM.
I've never experienced your low bitrate issue. I'm willing to bet that is isolated between your card and media center.
You have to be ignorant to not realize that Vista is to W7 as XP was to Vista when it was first released (minus driver bugs). Sure, maybe some of Vista's bugs were a little more severe and seen by everyone, such as it hanging on shutdown or random COM Surrogate and Explorer crashing (heh, some things still don't change with W7), but overall, I'd still say that there was a fair tradeoff with W7. And if you want to argue about my problems being insignificant, you're a jackass since the features which are broken out of the box are extremely important to me.
None of this is user error, because if it was they would already be fixed and they would not be recurring upon two reinstallations of Windows. Going back to Vista, everything performs fine. Heck, I even have a chat log with Dr about when I reinstalled and began experiencing the same problems without installing any drivers or additional software. I ultimately ended up restoring windows.old (original W7 installation) because that proved that it wasn't any problem with me.
